‘Creating pathways out of homelessness’: Nonprofits invited to apply for funds to be used for homelessness, housing programs
Hawaiʻi County via its Office of Housing and Community Development is requesting applications for grant awards through its Homelessness and Housing Fund, and qualified nonprofit organizations are invited to apply for a share of the funding.

The fund — established in 2022, with monies generated by collecting 75% of residential tier 2 property tax revenues annually throughout a 5-year period — supports programs and projects addressing homeless prevention, diversion and stabilization on the Big Island that align with Hawaiʻi County’s Strategic Roadmap.
It is set to expire in 2027.
County funds are intended to complement and extend the reach of existing federal and state resources.
“This initiative is a strategic investment in our residents and our communities,” said Hawaiʻi County Mayor Kimo Alameda in an announcement about the request for grant wapplications. “By funding programs that move individuals and families from crisis to stability, we are building the foundation for a healthier, more resilient Hawaiʻi Island.”
The 2025-26 request for grant applications introduces a more targeted funding structure to address specific service gaps.
Eligible proposals will fall within one of four focus areas, each with defined funding allocation ranges:
- Outreach: 10% to 20%.
- Shelter and short-term housing: Up to 15%.
- Long-term housing: 30% to 45%.
- Support Programs: 35% to 55%.
Applications will be scored in each category, and awards will not exceed the assigned percentages.
“This funding cycle sharpens our focus on what works — long-term housing, stabilization services and safe shelter options,” said Hawaiʻi County Housing Administrator Kehaulani Costa in the announcement. “By aligning resources with community needs, we’re creating pathways out of homelessness and promoting housing stability across Hawaiʻi Island.”
Office of Housing and Community Development will also use a portion of the Homelessness and Housing Fund to support several critical, islandwide initiatives in response to urgent community needs, including, but not limited to:
- Safe overnight sleeping.
- Emergency shelters.
- Permanent housing with supports.
Applications and related documentation are available at the Office of Housing and Community Development website. They must be submitted electronically using the Neighborly Application Portal by 4 p.m. Aug. 29 to be considered.
Incomplete applications will be disqualified.

The county housing office will host two online information sessions — including and presenting the same content — to assist prospective applicants:
A total of $10.5 million was awarded in 2024-25 to 15 projects by 9 nonprofits working to ensure homelessness is rare, brief and non-recurring on Hawaiʻi Island.
