New reports document energy priorities, concerns of Puna, Kaʻū residents

Vibrant Hawaiʻi and KōCreate announce two community-informed reports documenting the energy priorities, concerns and lived experiences of residents in Puna and Kaʻū.

The reports reflect responses from a total of 481 community members — 340 in Puna and 141 in Kaʻū — and examine energy affordability, power outages, household preparedness, renewable energy development, community participation, protection of ʻāina and cultural resources as well as benefits residents expect from future energy investments.

Residents throughout both districts expressed a clear desire for energy systems that are affordable, reliable, resilient and protective of land, food, water and community well-being.

Participants also emphasized the importance of early and meaningful community participation, transparent decision-making, locally retained benefits and accessible education about energy options.

The reports provide practical guidance for government agencies, utilities, developers, community organizations and media partners seeking to understand how energy policy and infrastructure decisions are experienced at the household and community levels.

Vibrant Hawaiʻi and KōCreate will use the findings to support continued community education and engagement.

Planned next steps include exploring workshops for:

• How to read and understand a utility bill.
• Comparing rooftop solar, battery storage, off-grid and community energy options.
• Identifying available financial assistance and incentives.
• Strengthening household preparedness and mitigation for power outages and other disruptions.

The two nonprofits also intend to continue sharing findings with decisionmakers and identifying opportunities for Puna and Kaʻū residents to participate in future planning, policy discussions and community benefits agreement processes.
