Gov. Green orders flags at half-staff until sunset on Sunday in honor of Hawaiʻi County Fire Chief

Gov. Josh Green has ordered the United States flag and the Hawaiʻi state flag be flown at half-staff beginning at sunrise today to honor Hawaiʻi County Fire Chief Kazuo Todd.

Todd died unexpectedly on Dec. 14, 2025 after spending over two decades working to better fire service for the county as well as the state through his role as chair of the State Fire Council.

“Chief Todd dedicated his life to protecting our communities with courage, compassion and unwavering commitment,” Green said. “His leadership in his role as chair of the State Fire Council strengthened the fire service across the state and inspired those he served. As we grieve this sudden loss, we also honor the legacy of selfless service he leaves behind.”

Flags will be flown at half-staff at the Hawaiʻi State Capitol, all state offices and agencies, and all Hawaiʻi National Guard facilities beginning at sunrise on Friday, Jan. 9, through sunset Sunday, Jan. 11.

Todd’s personal funeral service and procession will be on Saturday with a public memorial planned for the community at 2 p.m. on Sunday at Afook-Chinen Civic Auditorium in Hilo.
