Two Big Island Companies Issued DOH CAB Violations

Notices and Findings of Violations and Orders have been issued by the Hawai’i State Department of Health Clean Air Branch to seven companies, three agencies, and an individual, including two Big Island companies for violations between 2012 and 2014.

CTS Earthmoving, Inc. was cited on its 357 TPH Crushing and Screening Plant, according to the DOH. The company committed various permit violations at more than one of its locations and was issued a $3,100 fine.

In addition, Jas W. Glover, Ltd. was issued an $8,400 fine for its facility, located on Leilani Street in Hilo. The company was cited for its asphalt batch plant exceeding its annual source performance test on the particulate matter limit of 0.04 grains/dscf by emitting 0.12 grains/dscf.

The DOH CAB monitors air quality and regulates businesses that release pollutants into the air. In addition, the branch conducts inspections and investigates reported incidents related to outdoor air quality.

As part of the DOH’s air permit processes, CAB enforces state and federal emission standards to minimize air pollution impact to the public.
