Oʻahu community care foster family home operator must cease operations

A notice of violation and order has been issued against Ederlina Manzano for serious and substantive violations as a community care foster family home operator.

The Hawaiʻi Department of Health Office of Health Care Assurance issued the notice after learning that Manzano pleaded no contest to the criminal charge of endangering the welfare of an incompetent person through the state Department of the Attorney General.

Manzano was ordered by the Department of Health to discharge all her community care foster family home clients by July 31, 2026, and close her facility.

Manzano has 20 days from receipt of the order to submit a written request for a hearing, or the order will become final and enforceable after the 20-day period.
