Convicted sex offender living in Volcano held on $140,000 bail for failing to report

A man living in Volcano, with prior convictions of child molestation from Washington State, is facing charges for failing to report in person to the Hawai‘i Police Department his residence as required by the Sex Offender Registry.

Hawai‘i County Prosecuting Attorney’s Office filed a felony information charging document in Third Circuit Court against Brian Taylor-Rose, 48, on May 20. A bench warrant of $140,000 was issued, and he was taken into custody.

Taylor-Rose appeared in court on June 20, where he pleaded not guilty. Judge Peter Kubota maintained his bail and set a review hearing for July 1.

According to court records, Taylor-Rose, who was previously convicted of second- and third-degree offenses child molestation, was charged with six counts of failing to report his residence to the Sex Offender Registry as well as one count of failing to report his address to the Hawai‘i Police Department.

All offenses are class C felonies, carrying a penalty of either four years’ probation and up to 12 months in jail or a five-year prison term.

Taylor-Rose is also currently facing charges in a separate case related to second-degree theft, second-degree identity theft, second-degree forgery and unauthorized possession of confidential information stemming from attempting use a fake check with a stolen bank account number to purchase a vehicle.

In January, Taylor-Rose waived his right to a preliminary hearing, which ultimately moved the case to the Third Circuit Court. The District Court Judge Jeffrey Hawk at that time granted Taylor-Rose supervised release over the prosecutor’s objection to maintain bail at $25,000.
