Job Description:The East Hawaii Region of Hawaii Health Systems Corporation is seeking a Clinical Quality Improvement Officer responsible for leading and managing initiatives to improve the quality of clinical care within the East Hawaii Region by analyzing data, identifying areas for improvement, designing and implementing interventions, monitoring outcomes and educating staff on quality improvement methodologies ultimately aiming to achieve better patient outcomes and compliance with healthcare standards. Under the leadership of the Regional Chief Nursing Officer and Regional Chief Executive Officer and this position provides consultative services to hospital administrators, directors of nursing services, and other hospital department officials in the East Hawaii Region.Location: This position allows for a hybrid (remote/in office) work environment, with a requirement for an incumbent living outside of Hilo to work on-site on the Big Island at regular intervals throughout the year (approximately four times per year for visits of approximately one week each; longer visits may be required for regulatory surveys or specific initiatives). Airfare and lodging will be paid for by the organization, in accordance with our policies.Relocation assistance is available for an incumbent who moves to the Hilo area to accept this position.Major Duties & Responsibilities:
Oversees all aspects of the quality program, including quality measurement, external reporting, quality improvement and high reliability.
Designs and implements evidence-based quality improvement projects, including defining goals, selecting appropriate metrics and developing interventions.
Coordinates continuous regulatory, licensure, and accreditation compliance in accordance with all applicable regulations and standards. Develops leading practice regulatory program, structures and processes to drive optimal regulatory compliance and competence. Serves as primary expert and consultant for regulatory matters to stakeholders throughout the region.
Meets with Regional Chief Nursing Officer, Regional Chief Executive Officer and other leaders, as appropriate, in an advisory role regarding Patient Safety, Patient Experience and Infection Control.
Coaches and trains leadership on effective design and implementation strategies, to sustain quality improvement.
Provides guidance in the development of systems or tools to improve organizational change and key quality or outcome metrics.
Facilitates staff development through performance and/or QI project cycles, including team building, project planning, workflow redesign, and implementation.
Provides leadership with Root Cause Analyses to foster actionable quality improvement after incidents.
Drives the organization to improve value, prevent unnecessary readmissions, overuse of testing or procedures, and reduce costs.
Provides exceptional customer service to internal and external stakeholders and assists the organization in identifying customer service enhancements and improvement programs.
Collects, analyzes and interprets clinical data to identify trends, gaps in care and areas of improvement. Presents findings to relevant stakeholders.
Manages the Quality Management data repository that informs strategic and operational decision-making throughout the region. Supports interventions impacting quality with ongoing and ad hoc reports.
Education: Graduation from an accredited four (4) year college or university with a bachelor's Degree required. Master's Degree in Healthcare Administration, Public Health, Healthcare Analytics or Nursing preferred.Experience: Four (4) years of progressively responsible professional work experience which demonstrates knowledge of Quality Improvement and principles and practices in a hospital or a heavily regulated industry.
