Former County Employees Charged With 2011 Fuel Theft

Theft charges have been filed against two former county workers for allegedly stealing fuel from a county Department of Public Works baseyard in Waimea in 2011, Hawaii County Prosecutor Mitchell Roth said today.

A warrant was served Tuesday on Billy Joseph Colliado. He was charged with second-degree theft and released on $2,000 bail, a police spokeswoman said.

Roth said an arrest warrant has also been issued for Donald Wayne Wilbur for second-degree theft, three counts of unauthorized entry of a motor vehicle and three counts of second-degree criminal trespass.

Both Colliado and Wilbur were employees of the county Department of Environmental Management at the time of the theft which allegedly occurred in October 2011, Roth said in a statement issued today.

The two were initially arrested in connection with the thefts that month but were not charged until recently.

Roth said the theft and unauthorized entry are class C felonies, punishable by up to five years in prison. The trespass charge is a petty misdemeanor punishable by up to 30 days in jail.

Dora Beck, DEM’s director, today said Colliado and Wilbur were terminated from their positions in December 2011.
