A prominent lawmaker said the bill lacked sufficient support despite passing the Senate and four votes in the House.

The bill now provides for a fine of up to $1,000 which represents an attempt to make it palatable to members of the House.

The bill would make possession of less than an ounce of marijuana a civil violation carrying a maximum fine of $100.
