Attention HPP drivers: speeding down most major roadways in Hawaiian Paradise Park, along with their side-streets, can now earn you a ticket.

At their Aug. 7 meeting, the Hawai`i County Council voted unanimously to approve 35 mph speed limits for Shower Drive, Kaloli Drive, Paradise Drive and Maku`u Drive in the HPP subdivision.

The councilors had previously set 25 mph speed limits on all HPP side roads, and 15 mph speed limits on unpaved roads, in an attempt to increase traffic safety and curb the spread of dust and debris in the area.

Bill 97, which had stalled briefly at the council, gives police the authority to ticket offenders who drive faster than 35 mph down HPP’s main roadways. The council had to craft legislation to enforce the limits, since all 138 miles of HPP roads technically fall under the category of “private property.”

These images from a report by HPP's Fugitive Dust Committee show the difference in dust generation on the same stretch of roadway by a vehicle traveling less than 20 mph (top) and one traveling faster.

Police had regularly received complaints about speeding in the area, but could not issue citations without the council’s recent actions.

The health department had also raised concerns recently over the amount of dust and debris being generated by motorists.
