Police Chief Harry Kubojiri today announced the promotions of three new captains.
Burt Shimabukuro will be the new captain of the Kaʻu District. Currently the Vice Section lieutenant in East Hawaii, Shimabukuro has served as a patrol officer in Kona and Puna and a vice detective in East Hawaiʻi since joining the department in 1987.
Kenneth Bugado, who is now the lieutenant in charge of the department’s Accreditation Section, is being promoted to captain in charge of the Criminal Intelligence Unit and the Office of Professional Standards. After joining the department in 1989, Bugado has worked as an officer in Kona and Hamakua, a sergeant in Kaʻu and a detective in the Internal Affairs/Criminal Intelligence Unit. In his recent assignment he guided the department through its recognition last November by Commission on Accreditation for Law Enforcement Agencies, Inc.,
Randal Ishii is being promoted from his current role of lieutenant overseeing the Records and Identification Section to captain of Kona Patrol. Since joining the department in 1990, Ishii’s career has included patrol duties in Puna and South Hilo, detective work in the Criminal Investigations and Juvenile Aid Sections in East Hawaiʻi and lieutenant in charge of the Juvenile Aid Section in West Hawaii.
